Devs..... Why so empty? Possible DLC?

All this empty space? I see a start to the housing and roads on the corners. Can we get an explination on whether there will be a map expansion? Maybe the return of Canyon races/duels? I know im not ...

CAN SOMEONE GIVE ADVISE, i PLAY ON PC. IM IN SOUTH AFRICA.  MY MAPS IS ALWAYS EMPTY. BUT WEN I JOIN MY FRIENDS GAMES OVER SEAS THEIR LOBBYS IS ALWAYS FULL. WHY DO I KEEP GOING INTO EMPTY LOBBYS
