This very much depends on your car as much as it does on components (suspension, differential, and tires).
I have been testing all the various supercars and maxed low-level beaters around the Speedway circuit. On my Ford GT, I've been able to complete the 4 laps within 1:31 (fastest car so far, with best handling), versus a 400+ VW Beetle (700+ torque, easily climbs to >220mph) which cannot handle turning at high speeds at all and feels super stiff (about 1:40-1:45 time).
I've found that there are only a few select cars that are able to maintain their steering capabilities at high speeds, whereas other cars just simply go too fast to turn. This can be seen with cars like the Koenigsegg Regera, 400+ Nissan Silvia, etc.
I can post a more detailed list if you're interested, but it simply comes down to a matter of trade-offs. Given your car selection, you're effectively choosing between handling and speed. The more speed you choose, the less handling you get.
