Extremely low framerate (about 18fps //1070 SC i5 3570k @4.2GHz)

As the title says, I'm having extremely low fps. When I run taskmanager in the background, I can see that the GPU util is at ~25-30%, when ingame and jumps to 100%, when i tab back to windows. ...

@Sjonny30 Thx for your answer, game is on the 500Gig SSD and the GTX is running the game.

Will try to update windows, to get it running.

But as it seems, the 20fps cases are getting more in count around here :/
