Frame Rate Drops in NFS Most Wanted PC

Hi Everyone, I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps im wond...

If you guys head over to the neogaf forums they have a 9 page thread on performance issues for this game. This game is severly flawed on the PC.
