Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

Similar issues as all mentioned - stuttering and poor framerates given my PC will run other Frostbite based games (BF3 and MoH:W) over 60fps at the same resolution - 1920x1200.

CPU: i7 970
RAM: 8GB DDR3
GFX: HD7970 Gigabyte OC Edition
