Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

I'm wondering if it has anything to do with the LOD, as you notice it being worse in certain inner city regions...
Also, my GPU utilization hardly ever exceeds 50%. I am aware that the game is optimized for console hardware and that the frame rate drops will have something to do with bad coding for the ported version, so I'm guessing that it has to do with the game not being able to fully utilize the PC hardware's capabilities.
