Game becomes unplayable when opening map.

I have a problem when playing the game, after doing a few things, destroying some police, whatever it may be,

when i go to the world map, or hit start or bring up the menu anyway it doesn't come up it comes half up, in otherwords it darkens my screen and thats it.

then renders all my controls useless whether the xplugin or mouse+keyboard. basically in essence freezing the game forcing me to force close it with task manager.

But the game isn't actually frozen. it also seems like this happens when i have host. and when it does happen the cops pursuing me freeze in motion but other players can drive around me and keep doing as they do.

Is this a new bug?

hardware is amd a8 5600k, amd r7 250 2gbddr3, 8gb ram. 

internet is 100mbps down/10mbps upload.
