Game works really slow

Hi guys i don't have good laptop for NFS15 but i really want to play this game...

When I have to make a race in 3/4 minutes, it extends up to 15 minutes!
Yes, I tuned all my cars, cars can They can drive more than 300km/h But that does not affect the time of the race.
I always Lauch game with Nividia card

My components:
GT 710 ( i know for better playing i need GTX 750 but, i don't have money for new pc eh)
4gb ram
I3 3110

And when i wait for "garage" sometimes i lost connection... I'm look at Browser page page downloading in game 20kbs when i use browser for watching vides etc i have 1.50-3mbs
And i always close Progams Which use the internet

    @Cement_Boi

    While your GPU is below the minimum requirement, you can increase the framerate as follows:

    1. Open the nvidia control panel
    2. Go to 3D Setting and click Adjust image settings with preview
    3. Select the option for 'Use my preference emphasising:'
    4. Move the slider all the way to the left - Performance
    5. Click Apply at the bottom right of the window
    6. Close the nvidia control panel and test the game.

    Works a bit better but i still have too fast "calculated time"
