Graphics Glitch in Offline Mode and No Pause in Single Player mode

Textures and Shadows glitch when running this game in offline mode. They constantly try and update as you drive.

Another HUGE problem is not being able to pause the game, wow, massive oversight. I play this Singleplayer only and I can't pause my game? I understand in multiplayer, but it makes zero sence in Single mode.

Please fix this.
