Help me I don't get the performance upgrading?

Help me I don't get the new engine upgrade system ? After I saw the CUSTOMIZATIONS trailer I was like WHAT ?? did they mean that upgrading is more depending on luck. Or can we go and buy upgrade...

Upgrades are two ways

1.Win an event get a part

2.Buy a part as you have enough cash to do so.

Hope that makes it simple and to the point!
