High CPU usage 9700K

Summarize your bug High CPU usage even with latest patch. I have a 9700K@5.0GHz and it's like running a burn test when using this game. The CPU stays pegged at 99-100% when launching it with temps even reaching 90C, otherwise, max 10% spikes.
What car were you using? Same for every car.
Was the car your own build or downloaded from the in-game community? Personal Build
What was the last event you played? Free roam
Was it a day or a night event? Day Event
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Just load the game and check usage/temps.
What happens when the bug occurs? High CPU temps, game stutters from time to time.
What do you expect to see? A fix?
*Origin in-game disabled (this should of been fixed/figured out like 3 years ago?).
Also, we should not have to use 'user.cfg' (that does not work for me if I select 8 cores, 8 threads) for a game that is in support for this long.
However, if 4 cores, 8 threads are selected in the user.cfg, it will run fine and temps/usage will be max 60%/55C. This should not be the fix, EA!
