How to upgrade car from 1 to 3,99?

How to get better cards?
bought a new car its says it is possible to upgrade it to 3,99 but the only cards i can buy and get from a race are tier 1-3. How do i get better cards?

Just keep racing and checking the tune shops.
As you slowly get higher level cards, races will drop higher cards and the tune shop will sell higher cards as well.
