I just learned that there's no free-roam pursuits...
I don't know if you guys already knew this but apparently this is a thing. The only way to start a pursuit is through a bait crate. I mean...really? Come on.

While I'm here, I might as well plug in my solution:
If you bring your car to a stop, and pull up a menu, you will have an option to "Call" in a police car. This option starts a 3-second countdown, and then spawns a police car right behind you. This police car will not chase you unless you do something wrong, so if you change your mind last second, you can still avoid getting into a pursuit.
