Impossibility to Underground Rivals due to non-existent updates.

I can't access the Underground Rival section and it tells me to update the game but there is no update available. In addition to this, I have been trying to join a gang for days. I have been unsucce...

Still can't play Underground Rivals,and it's been almost 9 hrs past the event start time.What are these people doing?
