Impossibility to Underground Rivals due to non-existent updates.

I can't access the Underground Rival section and it tells me to update the game but there is no update available. In addition to this, I have been trying to join a gang for days. I have been unsucce...

Not 1 person has played in UR,since 6am EDT.That's a fact.It's still down.It's ridicilous.I believe something bigger may be the reason here.
