I'm having a simile problem to this. I'm on the PS4 and instead of the cops lying down pursuit tech, the AI constantly appears and disappears, not allowing me to finish chases. The bar fills up about three quarters and the pursuit starts again with no cop in sight until I stop for a few seconds and one spawns behind me.
It's probably a net glitch, I've noticed most next gen games (whether on next gen or not) are buggy, especially EA games.

I have this problen with the PS3 as well. Not the pursuit tech part though. I just get swarmed by 8 - 12 cops, none of whom show up on my radar. My FAVORITE glitches though are the invisible cars that wreck ya then materilize and drive through you, or the head to head computer racer that suddenly dissapears and reapears a second later across the finish line waiting for you. Even if you just started the race!
