Try to create another windows account without accents and start the game in this account. It should work.
This is fixed now with the patch
Hello EA and the community!
Some users like me can not save their controls. The controls are put by default at each reboot of the game. The problem seems to be that the file: controls.NFS13Save is not created on windows accounts with accents.
I tested this with 3 accounts on my computer:
François
Fraçnois
Test
The only account controls.NFS13Save file is created is the account Test.

I do not want to create another account on windows because I have a lot of things. I am currently on Windows 8 Professional x64. If you need more information please let me know.

Even if I send you the file it will not work. I made several test with a friend.
