Lost Progress - PC - Cloud Save Always Enabled

From the day I pre-ordered the game I have had cloud save on and I have never been able to get it to load my previous progress since that first day I played. Everytime I have reinstalled the game, it has forced me to start over. As this is my fifth time and I am fed up doing this, is there any way of getting my progress back?
