Map Randomly Disappearing

Has anyone had an issue where you will be driving and all of a sudden the map starts vanishing? Trees, Roads, Bridges, Etc.? I've uninstalled and reinstalled the game 5 times in 4 months and it still does it. basically make it unplayable. Video is on my profile for what it does.
