I finished the event during the weekend. I know there is a time interval for an event to be started, and I expect when they do allow you to start it, there should be enough time to finish the event as well. On the other hand, this may not mean full five days, but enough to get the last chapter started and make some races - I suppose 4 days and a couple of hours could be enough, so that the guys who do come late to the game still do have a chance to START the event and participate, even though their chances to successfully finish are limited, as they would need to buy tickets quickly enough to race all the events from the last chapter.
Anyway, if the event is already off (time elapsed), you should get the end screen showing your progress...
And by the way, if you want some official reaction, file a support ticket, and instead of your login supply your NFS ID (you can see it during the game start and then in Player profile).
