My 12 year old can't buy cars but my 13 year old can? 10+ game?

We have a new Xbox. Each child has their own profile under our Xbox gold family plan, that I manage. My 13 year old can use the accumulated coins/money in the game to buy cars. My 12 year old can't?...

There is an age limit on EA. Your 12 year old has to be at least 13 years old in order to participate in multiplayer events and buy new cars. Anything that has to do with Origin. But, your 13 year old is old enough to play online with parent, or guardian's permission.
