Right click and run the following files on your machine as an Administrator:

Origin Games\Need for Speed\__Installer\vc\vc2013\redist\vcredist_x86.exe

Two things from your Dxdiag report:

• Your video drivers are quite out of date and should be updated
• You have some error reports regarding Windows Updates. Check for and install any available Windows Updates.

Let us know if completing those steps prevents the issue.

Have you installed all available Windows Updates since reinstalling Windows?
