Need for speed no limits update required

It won’t let me update my game, it says , update required to keep playing, ok, takes me to appstore. Btw, I use , the new 2017 ipad, I click update , then i need to put my bank details, apparently I won’t be charged till I buy something, ok, I put the details, after, it says, it’s declined.
