Need For Speed Pro Street 30 fps lock

How do i unlock the fps on nfs pro street. I struggle to play it at the 30fps cap, I think the game is perfect except for that one let down. When i manually cap other games at 30fps i see no difference in CPU and GPU utilisation, the temps and load remains the same between the two. I would like to know how to unlock the fps or at least raise the cap to 60fps. I struggle to play the game because a small lag spike brings the fps down to 25fps and makes it worse than a stop motion film, at 60fps it would still have lag spikes but the game would be more fluent during the lag spikes.
