I couldn't find Rivals in the forums, so I'm asking as to why the PC version of this game is locked (or to be more precise capped) at 30 FPS. The PC Settings section of the Options menu in-game is sparse, so is there any way to change the framerate cap and perhaps alter further graphics settings? I do have a bit of experience digging into config files for other games, and if it makes any difference I'm running the 64-bit version. I appreciate any help.

I did dig up too but didn't find anything on the FPS cap, I tried to change some of the settings, but apart from the same settings you have in game I failed to change anything in the game (no command line for VSYNC/Blur/DoF, etc...).
