It's one of 2 things:
Either you have to play online rather than single player for changes like this to be recorded...
OR it means upgrading all tech for all cars...
Based on the 1/69 option it's probably the latter.
I am thinking it maybe the online play as I have modified other cars thinking that and it is still the same. I will do some online play and see what happens. It would be nice if there were a manual of some kind that told you these things more thoroughly rather than just a general gameplay.

Well, it would appear as though the "latter" was correct. You need to upgrade every car with every pursuit tech to the max. I went through $1.9 million and only did 2 cars. Mind you they were the high end ones, as you get further down you have fewer upgrades, no helo's no level 4 upgrades etc. That being said it will be costly to get them all done for sure.
