I think I found a solution for stuttering that works for me at least.
1) After running the game open Task Manager and set CPU affinity on nfs.exe to single core.
2) Return to the game window, stuttering is still present.
3) Open Task Manager again and set CPU affinity on nfs.exe back to all cores.
4) Return to the game window, stuttering is now completely gone.
PC specs:
Windows 10 Pro
Intel Core i5-9600KF @ 3.7 GHz
16 GB RAM (DDR4-3000)
GeForce RTX 2060 Super (8 GB)
Running retail version 1.0 at max settings in 1920x1080.
EDIT: Found that a faster way is to simply disable CPU 0 in the game process's affinity. However, you must do this after starting the game, for some reason, using start /affinity doesn't work.
