As far as I am aware of, there is no wat to start a new game /new game +. Am I missing something here or is there really no new game option for NFS Payback? If I am missing something, how do I start ...

There is no option to start a new game in the settings but there still is a way
Go to youruser/documents/need for speed payback, delete the savegame folder (create a copy if you don't want it to be permanent)
also make sure that cloud save is turned off
