I had the same issue. What seemed to work was:
1. uninstalling the game via Steam
2. deleting the NFS Heat Steamfolder "...\steamapps\common\Need for Speed Heat"
3. resetting the EA App
4. installing the game again via Steam
Start the game, do some activities and the achievments should pop right up. If you already completed campaign and storymissions, they have to be redone with a new savefile.
