I have the same issue when lvl 180 races unlocked for me while i was 210 . Some races are really easy to beat while some are impossible. Main issue in here is there is always "one" car which is really fast and impossible to reach. I switch cars, buyed every available upgrades with race perks but there was no luck for me until i noticed something. After 5 restart in same race i noticed that "really fast car" is going same speed with others this time. I have no problem beating it and i win by 800m diffrence between me and him even i crashed middle of the race. Then i wanted to try it on other races and it works in all. But i cant say how many times you need to restart really. It usually takes me between 3-10 restarts to get that. I think AI just bugs most of the time and makes that one car really fast.
