Your maximum frametime is reaching around 1.3 seconds, that is extraordinarily high.
Maybe your hard drive is the issue, you should check it for errors and do a Defragmentation.
How can I check my HDD for errors?

@InfinityViveThere are multiple ways but easiest way might be installing defraggler. Defragging will only help on HDD not on SSD. You can analyze all drives with it. With defraggler you can defrag you whole drive or select a folder. Quickdefrag is recommended and can take up 1 hour, normal defrag can take up 9 hours which I sometimes do over night, and a folder usually takes up less time and it depends on the size. Crystall disk info is also a good tool for checking problems with your drive.
