If the code was able to be linked to your EA account digitally we can try to clear EA App's Cache (Top Left Menu > Help > App Recovery) and then check if the game appears in your library,
However, if it does not, we may have needed the CD to install the game, for more information check out our help article Install your game using a disc

I did proceed with the cache clearing procedure, but nothing changed.
Maybe this was unclear, but the game is in my library, and I even have the CD/Product key displayed in the game properties.
It is juste that everytime I try to start it, either through EA App, or through file directory NFS11.exe, the EA App display the same "Failed to launch game" message.

Thanks for the additional information, can we also try the following?
Delete EA License Files:
- Make sure the EA app is closed.
- Press the Windows key and "R" at the same time.
- Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
- Enable View Hidden Files and Folders
- Delete all files in the "License" folder.
Please clear your temp files:
- Press the Windows key and "R" at the same time
- Into the new window, type or copy & paste: "%temp%" (Without the quotes.) > hit "ENTER"
- Now your Windows Explorer should have brought you to the "C:\Users\>your user name<\AppData\Local\Temp" folder. > Delete all files and folders in it.
- (If some files or folders can't be deleted, reboot and try again.)

I proceeded with licence and temps files clearing.
Now the game is not in my library anymore.
I navigated to : "C:\Program Files\EA Games\Need for Speed Hot Pursuit"
I runed the NFS11.exe, and game reappear in the list , but the issue is still the same.
I am sorry to be such a complicated case.
