If you've ever played a previous NFS game and said to yourself. "Self, this is so playable" Then you've successfully played a 30 fps game. Ever NFS game ever created has been 30 fps. The reasoning being that you can get a better image with a lower framerate.

Most early Black Box titles ran at 60 FPS on consoles, and despite many modern NFS games being limited to 30 FPS on console, many of them have the option of using 60 FPS on PC.

I should have been clearer. Every Console Version of Need For Speed has Run at 30 FPS maximum. Early PSX/PSone games ran at a fixed 24 fps which was the set framerate of the console. PS2 games ran at 30 fps +/-2 frames due to it's variable framerate refresh system (this is proven by the system PCSX2 which adopts the same system for framerate). All other consoles have run at 30 frames per second. Your recollection is flawed.
