I was playing Payback today and had a power outage that shut down my PC. After I launched the game again it said my savefile is corrupted.
I deleted the files from Documents and launched it again and it still says file could not be read.
Is there a way to manually get and replace the files with the latest cloud save? I know you could manage could saves back in Origin, but EA App doesn't have anything like that.

Unfortunately, there is no way of getting back progress since it locally saved. If the saves were cloud saved, then you should have gotten back your saves automatically.

Huh...
I re-downloaded the game to my pc after doing a clean install once and had my save back.
When I launch the game, a save folder keeps appearing in my documents again and again even if I delete it. Maybe it is corrupted in the cloud.
The one at "username/Documents/Need for Speed(TM) Payback" is the only place saves are located locally right? If so it is bringing the corrupted one from the cloud.
