NFS Rivals PC still 30fps?

Returned this game on release day because it was 30fps, has this now been fixed? I am talking about an official fix, not some half working hack. I'd like to buy it again but only if the game reciev...

      So I bought Rivals based off this post, and yet my framerate appears stuck at 30fps... I have a GTX 960, which should be plenty powerful enough to run this at full frame rate... Is there something I have to do to specifically enable 60fps?
