Make sure you are running Origin as an Administrator and that your Windows User Account has administrative privileges:

With older games on a newer operating systems, you may need to run the game with some compatibility mode settings enabled:

I have tried those steps @EA_Barry as well as uninstall the program and reinstall, a clean boot and loosening UAC and it still does not work

  The issue at hand is that the developer broke this game on systems that have more than 4c/8t processors with patches, the original release (and steam version) both work on many core processors.
  To work around this, you can use msconfig to limit your machine to 8threads
