need for speed hot pursuit remastered lag in menus

I just recently did a fresh install on need for speed hot pursuit remastered and the intro is missing music and the menus lag. The game has really bad optimization. I tried restarting my pc,  capping to 60 fps,  turning vsync on and off,  and adjusting graphics settings. I am on windows 11 with an NVIDIA RTX 3080
