I've had some issues with accessing the DLC I purchased as part of the Deluxe Edition upgrade bundle in the past as well. What worked for me to make the DLC accessible again was to change AllDrive game types, such as changing from "Public Game" to "Private Game". Failing that, I would leave the hideout/command post, drive around for a bit and then return. Sometimes it worked on the first go, sometimes it didn't.
