Outlaw 5min 200hp mission

I am using a stock civic and I am trying to complete the 'escape a 5 minutes chase with under 200hp' outlaw mission, I am going beyond 5 minutes and then escaping, but it will not let me pass it, how ...

    Yeah same happened to me first time i used volvo 242, 200hp and pursuit over 6 min and 5k fine.. didnt pass.. Well second time i used same car but tuned to 197 hp and 5 min pursuit , over 5k fine and i passed it.

Same issue with Nissan Skyline GTR with 196HP.

looks like it has to be less than 200hp. 
Dev forgot to change the exception coding since there is no >= (less than or equal to sign) on the keyboard.
