Paint and Decals Locked

Summarize your bug The paint and decals options appears with a lock to me but i´m already at level 10 and it continues to appear this, as i show at the photos that i will upload. And i can´t use the cars that i build in nfs heat, when i press the button from de studio the game loads my car but don´t complete

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Seeing the photos that i send
What happens when the bug occurs? nothing, i just can´t use the paint options
What do you expect to see? A fix

I hope they solve this problem, because i did the pre-order and its a lot of money
