[PC] Keyboard and Controller Inputs Not Properly Registering

Summarize your bug Pressing game appropriate keystrokes or controller buttons will cause other unrelated commands to execute (and sometimes there's no response). It's almost as if some keys/buttons are unassigned, or assigned to multiple inputs.
What car were you using? Not applicable. This problem occurs in the main menu as well.
Was the car your own build or downloaded from the in-game community?
What was the last event you played? Not applicable.
Was it a day or a night event?
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I'm not sure you will be able to, I've read some people having problems with their inputs not registering correctly, but not to my extent.
What happens when the bug occurs? Various issues, including but not exclusive to: - On main menu screen, not being able to press Accessibility or Exit Game directly with keyboard. On controller, requires holding RT while pressing Y or B to gain Accessibility or Exit Game (occurs both on the main menu screen and in game). - Pressing ESC does not respond on main menu screen or in game. - Pressing any controller button will cause menu scrolling, and sometimes also switching an option on/off (causing the game to ask if I want to accept changes). - While in game, pressing any button on the controller will cause camera to change driver POV zoom. - While I'm applying gas to the car and then let go of the gas button (and not press any other button), the car will skid to a halt. Either the hand brake or brake pedal is being applied automatically.
What do you expect to see? My inputs to work properly. The game in its current state is unplayable for me.
My specs are:
- Windows 10 Pro 64-bit. (Same issues persisted after updating from build 1809 to 1903.)
- Intel 4770k (not overclocked)
- Asus P8z77-V LX with latest BIOS (v.2501 from 2014)
- EVGA 1080ti FTW2, Nvidia Driver 441.12 (not overclocked)
- Razer BlackWidow Chroma keyboard with latest drivers
- Logitech G502 mouse, drivers 103.2.12 (newest)
- XBox 360 controller
Things I have tried:
- Reinstalling the game 3 times; once with each Windows build, once after uninstalling Razer keyboard software.
- Repairing the game with the Repair tool in Origin.
- Clearing Origin cache following the steps here: https://help.ea.com/en-ca/help/faq/clear-cache-to-fix-problems-with-your-games/
- Removing the Settings folder for the game and clearing Origin cache.
Looks like I may have solved my own problem. It occurred to me that I have had my arcade fight stick plugged into my computer. Could I have been so stupid, I thought. So I checked and it was! I unplugged it and now everything seems to be working again. Phew...
