My problem is in the sound. It does a weird sound when using nitro and colliding.i also can't ear the police sirens only my own if im controling a cop car.
Rest assured, the team at Ghost Studios where well aware of this issue even before they released the game. You have to realize that the big bad wolf here isn't Ghost Studios, but EA.
1. EA is the publisher and decides when the game will get released, no pushing.
2. Console is the priority, piracy isn't really that big of an issue and retail price is 25% higher which means more profit
3. Even more important since PS4 and XB1 debuts. Priority to make them work on all four platforms.
4. Just make PC port runnable, with as few bugs as possible. Performance will be patched later on.
This is the same thing as we had with Most Wanted last year. There where some Criterion members that wrote and replied here, but there was like 6 posts or something in total in a three-four months period if I remember correctly. eanajat takes care of this site, doesn't have anything to do with the game, but makes sure that all what we share here will be forwarded to Ghost.
It will be patched, it will be better but at this point we don't know when or how much the patching will actually do. What we do know is that it's utterly poor optimized (if you can even use that word) and that we're stuck with hard coded 30fps lock, with little to none options when it comes to gfx settings. At the moment I find the texture loading issue to be the WORST. After that we have the very off choice of making someone else a host for the whole session. Two biggest problems if you ask me.
Stay patient for now and tell everyone to avoid buying it for PC for the time being.

Regarding the FPS drops issue you are reporting in this thread, most of you provided their specs but could you please also provide so more info. When or where the FPS drop occurs? Are you doing a specific action in-game or not (happening randomly)?
Also, have you tried to revert back to the previous graphic card driver version in order to perform a test?
Some of you provided a brief description such as scrble below, but could you please also post the details of the situation. Thanks.

HDD: A-Data 511-Series 60GB (OS-disk), 2x1TB WD CaviarFPS drops are quite insignificant at the hard locked 30fps, it becomes more noticable during 60 fps gameplay. Particullary the bay area where it drops to around 35 in the areas closest to the water. About every other area has drops of one fps here and there. The desert area is of course the one that works best since it has the least to load.
With 30fps lock, video card stays at stock clocks used for 2d applications and average about 30-35% GPU usage. With 60fps the card reaches it's overclock but still isn't using the GPU more than around the 70-mark.

The FPS drops occur randomly but there are areas of the game where it happens always to some people.
Right above "Gullwing Drive" on the map, that area causes FPS drops to a lot of people.
Also I notice that my CPU usage increases a lot in that area, pratically 90/99%.
There are more areas where this happens.
Like the construction area present in an highway with an overpass and a hideout in the middle of the construction. (the highway between Troll Pass and Grand Peak Drive). Probably others, just don't know them all.
eanajat, keep in mind that most of the drops are caused by specific areas of the map.
Although I mostly experience stuttering I'm posting my specs:

Does the delay occurs when numerous tech is deployed (i.e. a number of spike strips)? Also, for those who have not mentioned it yet, where exactly this is happening on the map?

No, not that.
What I get is ground texture changing back and forward.
Until now I only noticed that happening where there are what seems to be "crop fields" (vegetation divided in squares?).
On the north of the map we can see those. I raced through there and those "crop fields" (not sure if that's the name) would change their texture back and forward.
Maybe there are other places, I haven't played the game very long.

Finally an official here!
The FPS is bad everywhere! I can run Battlefield 3 and 4 on max Detail pretty good. Here I can't even hold the 30 FPS. The best values overall are between 25 and 30.
The Drops of the Framerate are on specific positions. For example there is one hideout for the racers near a small harbour. If you drive through the harbour the framerate drops instantly to 15-18 FPS.

It doens't happen in specific situations, for me it happens just at the same places. It doesn't matter if I use max details or min details, it doesn't matter if I lower the resolution so the game gets ugly as hell. It doesn't matter if I use 2x downsampling and increase the graphic in a big way. It doesn't matter if I use upsampling and the game gets ugly as hell again. It doesn't matter if I combine different things.
It's allways the same framerate from 25 to 30 and there are exactly the same framerate drops to the same 15-18 FPS at the same places.
But I think not just the drops of the framerate is the problem. I think the overall framerate is also a problem. Most of the PCs here should be able to reach the 30 FPS constantly. But they aren't! Thats another important point beside the specific framerate drops! - 12 years ago

No, it's not related to any other player or interacting with something. It's just some objects rendering (I guess) that eats up all the resources. I've never encountered any performance issues even if there was lots of players using tech at the same time. It has to be something that's exclusive to the area around that's near the command post at the beach.
There's drops in other places too, but that area is a total mess. Above picture shows the place I'm talking about. Not really sure why this is needed, since everyone has this problem - it should be quite obvious to the devs too?

I have mini freezes in random locations, the fps drops to 26 or 28, but at that moment the screen freezes for 1 second and is very annoying.

TEXTURE PROBLEMS
There was already a post with the texture issue that we are having.
There is a youtube video posted in that thread that shows exactly what is happening. Again, for me this happens when I go into offline mode with Origin, but then it happened when I went back into online mode but chose single player as my game type. I "fixed" it by changing the game type to online, then switching back to single player.
FPS PROBLEMS
The game has micro stutters a lot, there is no one specific location for this, maybe it's worse when traffic is loaded and cops start to chase you, but it's really hard to tell when it is worse. Turning down the graphics options to minimum do nothing for me, turning down everything to low doesn't even increase the FPS. The game runs at a solid 30 FPS everywhere, although it still stutters, except for the following:
Bad Stutters:
Last Stalion Ranch
FPS Drops and looks like Slow Motion (obviously because the game speed is tied to the FPS as seen when you increase to 60):
Safe house just south of Lagoon Trail FPS drops to around 22
Just East of Gullwing Drive in the area with all the buildings and Giant Burger.
This game is near impossible to troubleshoot without any PAUSE function (PLEASE I beg you add a pause function in Single Player mode!). Even if I am just sitting there, cops come and bust me, I'm trying to test the FPS in different areas, but trying to change graphics settings while moving and getting chased down is very frustrating. I have beta tested for developers before, and this is by far the most difficult game to do it in.
My system specs are:
AMD Phenom X4 965
8Gb DDR 3 1600 RAM
GTX 660 SC
Windows 7 Ultimate 64 bit
I hope this is enough information. I'm glad EA has at least addressed us.

Uhhhhh... It happens everywhere at any time. It seems there are a few places (like the harbor) where it happens all the time. I've had things run perfectly with 3 cops tthrowing EMP and spike strips and helos at me, and i've had drop outs crusing around by myself admiring the scenery. I have tried every driver, new and old for my GeForce M560 card. I have 32GB of DD3 RAM running in an Alienware M18R1 laptop with a second gen i7 processor. I have tried various keystroke combinations, I have tried using an XBOX 360 game controller connected with the MS adapter.
What else would you like to know?
Oops, sorry. Running Windows 8.1 fully patched. I've also tried cleanboot without an luck.

This game is unplayable.
Him that multiplayer there is no separately.Is it really working to address it or turn a blind eye over it???

Wow! They sure have an interesting concept of what it means for "a PC port to be runnable." Hope none of them are going for a private pilot's license unless they are going to hire someone else to do the pre-flight...

Maybe some other interesting points:
If I use the 60 FPS command the framerate within the world never go beyond 35 FPS. So if you give the graphic card the possibility to give more power it doesn't do that! The framerate drops are exactly the same here. Same locations to same 15-18 FPS.If I activate the option that the graphic card uses allways max power there is not a change either.
What I also did is to monitor the CPU usage while playing. I have a i7 3770 with 8x3,4Ghz (4 physical cores and 4 virtual cores). The game never uses more than 30% of my CPU. Most of the time it stays at 25% usage.
I don't know how much CPU the game really needs but I thought that the physics of lots of objects cost plenty of CPU power. That could explain the framerate drops at the harbour hideout becaus there is a damn huge amount of chairs and tables.
On the otherside the framerate must be much better at locations without many objects which have physics. And even if I allow 60FPS, it mostly doesn't get over 35.

I have only 2 problems. For me game mostly runs great on 30 FPS . But as everyone here I have massive FPS drops on some locations, for example near safehouse in Lagoon Trail. And it doesn't seem to affect how much details are there or what's going on screen. Lowering detalis from maximum to low does absolutely nothing. I would say that these areas are bugged. As if I drive few metters backwards, BAM smooth 30 FPS, few metters foward BAM 5-10 FPS. And as I said ammount of detail is same on both points. The second problem is that sometimes (altough rare) car freezes. Time is running and I can rotate camera, but my car (and others too) freezes for few seconds and then the game continues. I also experienced some texture problems, but very rare, and that doesn't bother me. Hope you will fix these problems soon. Other than this technical issues game is great.
