The FPS drops occur randomly but there are areas of the game where it happens always to some people.
Right above "Gullwing Drive" on the map, that area causes FPS drops to a lot of people.
Also I notice that my CPU usage increases a lot in that area, pratically 90/99%.
There are more areas where this happens.
Like the construction area present in an highway with an overpass and a hideout in the middle of the construction. (the highway between Troll Pass and Grand Peak Drive). Probably others, just don't know them all.
eanajat, keep in mind that most of the drops are caused by specific areas of the map.
Although I mostly experience stuttering I'm posting my specs:
Windows 8.1 64bit
Intel Core i5 4670K @ 4.40GHz
G.Skill 8GB DDR3 RipjawsX @ 1600Mhz
EVGA GeForce GTX 770 @ 1254/3856Mhz (331.82 drivers)
P.S.: Please also look into texture flickering, it's really bad in some areas.

No, not that.
What I get is ground texture changing back and forward.
Until now I only noticed that happening where there are what seems to be "crop fields" (vegetation divided in squares?).
On the north of the map we can see those. I raced through there and those "crop fields" (not sure if that's the name) would change their texture back and forward.
Maybe there are other places, I haven't played the game very long.

Finally an official here!
The FPS is bad everywhere! I can run Battlefield 3 and 4 on max Detail pretty good. Here I can't even hold the 30 FPS. The best values overall are between 25 and 30.
The Drops of the Framerate are on specific positions. For example there is one hideout for the racers near a small harbour. If you drive through the harbour the framerate drops instantly to 15-18 FPS.

It doens't happen in specific situations, for me it happens just at the same places. It doesn't matter if I use max details or min details, it doesn't matter if I lower the resolution so the game gets ugly as hell. It doesn't matter if I use 2x downsampling and increase the graphic in a big way. It doesn't matter if I use upsampling and the game gets ugly as hell again. It doesn't matter if I combine different things.
It's allways the same framerate from 25 to 30 and there are exactly the same framerate drops to the same 15-18 FPS at the same places.
But I think not just the drops of the framerate is the problem. I think the overall framerate is also a problem. Most of the PCs here should be able to reach the 30 FPS constantly. But they aren't! Thats another important point beside the specific framerate drops! - Anonymous12 years ago

TEXTURE PROBLEMS
There was already a post with the texture issue that we are having.
There is a youtube video posted in that thread that shows exactly what is happening. Again, for me this happens when I go into offline mode with Origin, but then it happened when I went back into online mode but chose single player as my game type. I "fixed" it by changing the game type to online, then switching back to single player.
FPS PROBLEMS
The game has micro stutters a lot, there is no one specific location for this, maybe it's worse when traffic is loaded and cops start to chase you, but it's really hard to tell when it is worse. Turning down the graphics options to minimum do nothing for me, turning down everything to low doesn't even increase the FPS. The game runs at a solid 30 FPS everywhere, although it still stutters, except for the following:

Last Stalion Ranch
FPS Drops and looks like Slow Motion (obviously because the game speed is tied to the FPS as seen when you increase to 60):
Safe house just south of Lagoon Trail FPS drops to around 22
Just East of Gullwing Drive in the area with all the buildings and Giant Burger.
This game is near impossible to troubleshoot without any PAUSE function (PLEASE I beg you add a pause function in Single Player mode!). Even if I am just sitting there, cops come and bust me, I'm trying to test the FPS in different areas, but trying to change graphics settings while moving and getting chased down is very frustrating. I have beta tested for developers before, and this is by far the most difficult game to do it in.
My system specs are:
AMD Phenom X4 965
8Gb DDR 3 1600 RAM
GTX 660 SC
Windows 7 Ultimate 64 bit
I hope this is enough information. I'm glad EA has at least addressed us.
