I have the same problem.. My specs:
i5 3570k runing on 4.5 ghz
SLI gtx 760
16 gb ram
im removing the fps limit set it to 60. It is completely solid 60 FPS everywhere except 2-3 places. One of them is near the sea there is supermarket my fps drops to 40 when i get there, second place is the small town which has a lake view restaurants at the dock when i turn my head to there my fps drops to 34, and i cant describe other places but they are specific places. I tested when i get that places both my GPUS are not working at full speed, (like something bottlenecking my GPUS) also i checked my CPU and its not working full either, cores are working like %65-75 and overall cpu usage is like %80.. Now since i have 16 gb ram which are working on 1866 mhz ram could not be bottlenecking.. Im playing this game on 1080p with all maxed out. The funny thing is when i get my res to 1024x768 and all low.. the FPS is not increasing.. (it is increasing but 2 or 3 maybe)
There realy should be a software problem cuz i dont believe i could get 34 fps in this funny graphics.. btw im getting minimum 70 fps on BF4 with all maxed and full AA.. i thought they are both using frostbite 3.. why would i get 34 fps when i could play same engine with average of 75-80 fps ??
note: i realised that SLI was not working well so i fixed the SLI bits to BF4 settings and SLI started to work. but FPS still the same at those places..
eventhough i should be getting 60 fps min with only 1xGTX 760...
I realy have serious doubts when im buying EA games and it turns out, im always right to be worried.. I had many flickering isues on BF4 and EA didint even fixed it people just found solutions for themselves.. And these games are sold to realy high prices in the gaming market.. EA has the highest values for their games... it is realy dissapointing.
I have had it with EA....they do not even let us know when they are going to fix the freaking game!!
I now understand why people always be hating on EA.....because they do crap like this!!

I think it's time to take to the EA facebook page and Twiter and start puting some real pressure on EA to get them to address the issues with this game. At the very least it will warn others not to buy until these problems are resolved.

I agree, if the product isn't great, and not worth the amount that is being charged, people have a right to know!

I also had the frame drop problems. In some areas the frames drop to 10 and the game is unplayable. I found out that my CPU is causing the problems. I have a Q6600 (2,4 GHz stock), HIS Radeon HD6950 IceQ X 2GB (stock), 6 GB RAM and installed Windows 8.1. For testing I put the HDD and the graphics card in a system with a Core i7 4770K. To my surprise the game runs smoother than ever now with a stable 30 fps all settings set to Ultra. On the Q6600 I have not even a normal gameplay at the minimum settings in a window by using the lowest possible resolution.
I also measured the performance with GPU-Z, CoreTemp and the Resource Monitor on Windows 8.1. This shows clearly that my CPU is at 80 to 90% load during the game all the time. If the load increases up to 90% the frames drop dramatically. The temperatures of the CPU are very low due to a custom cooler. I think if you have frame drops on the lowest graphics settings it is most probably a CPU bottleneck problem.
Btw. do you remember that the PS4 has 8 Cores instead of the 4 of my Q6600? Maybe this is simply a really bad console port! I also wonder why EA never does any statement at all. People like me experiment for days with different graphics drivers and OS reinstallations without any success. EA should pay the time I spend fixing their crappy games!
