Just go to downtown, and drive in circles with the speedtrap and jumping challanege near the boats, cops cant follow you and if they do just jump by the boats, repeat until lvl 5 heat then go the that heat race and finish it, after that you dont have to loose the cops if they are after you, you can get busted and you still earn that Ultimate (+) part 😉

hmmm weird i was busted sometimes and still got the part somehow even when i ended up place 3 or 4
