Photo Mode Depth of Field values don't change the background blur

Summarize your bug The Depth of Field slider does not change the amount of blur, instead it also changes the distance (just like Focal Distance).
What car were you using?
Was the car your own build or downloaded from the in-game community?
What was the last event you played?
Was it a day or a night event?
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Open Photo Mode and change the Focal Distance & Depth of Field sliders.
What happens when the bug occurs? Depth of Field slider doesn't work, it changes the focal distance instead, so the amount of blur doesn't change.
What do you expect to see? The Depth of Field changing the amount of blur instead of changing the blur distance.
