Summarize your bug Textures no loading propelly. Textures are blurred not loading right. Sometimes buildings, boards, cars and even the road. I even try in a ssd better but have the bug. Take at least sometimes 1 minute to load fully the textures. I put day but also happen at night. Diference at night it's less visible

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Only play around look to the buildings or the boards or the billboards in the road etc
What happens when the bug occurs? Textures blurred. Like playing or even worst then played in low
What do you expect to see? Textures perfect

Remeber this is happening in Ultra Settings playing at 1920x1080 in GTX 1080 FE, with the latest drivers installed Nvidia 441.66 in the Windows 10 Pro all updatted. 

Same thing with payback, except on my desktop 980ti, it loads faster than my laptop GTX 850M 4GB DDR3 which takes as much time as it takes for you to load textures in heat using the 1080 FE

And I can certainly say the textures load just as slow in heat on my laptop

After I updated to 441.66, the game struggles to load textures.

It stutters like hell then I'll get the DirectX error and blue screen crash.
