Oh no dude! You can get them all and go above level 20.
Once the game is completed go back to your career overview and you can select what ever speedlist you want to complete and you can unlock the other cars. It's a tip on the loading screen.
Example: Say you want the other versions of the rapid GT i have the Rapid GT Patrol. Go to your career overview go to the last speedlist (Final Hour) ANd just do the Under cover speed list and the enforcer speed list to progress your rank & to unclock the other versions.
I'm like lvl 33 with all diffrent veriations of cop cars. It's a shame that racers don't get like an endgame car unlock system thay just get liveryls

I would actually disagree. I like the way it is now when you have "exclusive" cars on each side. However I think they could have had either the Koenigsegg or the Hennesey on the racer side. The McLaren is nice but kinda weak compared to the top tier cop cars.
I guess it's just a shame that the fastest car is 9.0 speed + upgrades about 9.9. WIsh there where more to buy and speed with. Feels like there not much reason to back to the slower cars and buy them. Shame that the MCLaren can't have stripes :L
