I am just gonna reply here too, in case other people have the same issue

I did eventually get it to work, but I aint sure how, per say.
All I did was fully reboot the game, and not that sleepmode thing playstation does, might even have rebooted my whole console, I am not sure, it has been a while

yeah had this problem just found out how to fix you need to open the games messaging app its numpad 6 or Right on the d-pad you need to select messages and respond to the text sent by the sink or swim guy, an viola mission unlock hope this helps
