What rank are you ?  I just read in the posts you Need to be above rank 20 to access the free koenigssen car ( sorry for spelling hard car to spell correctly ! ) so may be same for the pack you refer to , if you are rank 20 + and it still not there contact console downloads helpline ( eg Sony, )not the game' s helpline, and tell them your download issue, I,m sure they will try to help you resolve the problem, explain to Sony network problems helpline the exact problems you are having and the refund etc...also email origins and ask them to help you again, tell them your problem is not resolved, good luck !
